Because Grocery Outlet's buyer would buy from a broker once, and then do everything in their power to cut that broker out of the next deal and go around them and steal their source. They were notoriously unethical and didn't even bat an eye. They were the kind of company that would sell their own grandmother for an extra three cents off.
